HB0426, Ch. 538 - Petition for Guardianship of the Property of Alleged Disabled Person - Stay of Civil Actions and Proceedings

  • Allows a petitioner to request that the court stay civil actions or proceedings against an alleged disabled person. The requests may be filed in an action for failure to pay rent, a warrant of restitution, an action for wrongful detainer, a foreclosure action, a sheriff's sale, or an action against the property of the alleged disabled person.

HB0497, Ch. 791 - Family Law - Temporary and Final Protective Orders - Duration

  • Specifies the timelines and procedures regarding when a temporary peace order and protective order goes into effect and when a final hearing is scheduled. 

SB0282, Ch. 4 - Budget Bill

  • Increases the hourly rate for appointed attorneys from $60.00 to $65.00. Please note that the mileage rate for all business travel has increased to 76 cents ($0.76) per mile as well, but this change is not related to legislation. The new rates should be used for occurrences beginning on or after July 1, 2026. 

SB0294, Ch. 485 / HB0681. Ch. 486 - Baltimore City Ordinance Enforcement - Fines and Penalties

  • The citation has been revised to strike specific language referring to a $5,000 fine, as legislation has removed the maximum fine amount in Baltimore City. New generalized language has been added to allow for continued use throughout the state. 

SB0294, Ch. 542 - Criminal Procedure - Protection of Identity of Victim of Sexual Assault or Stalking

  • Allows victims of sexual assault or stalking to request that the court redact personal identifying information from an existing file or record. The court is prohibited from disclosing or allowing inspection of an electronic or paper court filing, including a charging document, to certain parties without proper redaction, unless the court finds clear cause to order otherwise. A new request form has been created, along with revisions to the application for statement of charges and various statement of charges used by police and commissioners.

SB0320, Ch. 465 / HB0187, Ch. 466 - Criminal Procedure - Expungement - No Finding and Case Terminated Without Finding

  • Authorizes a person convicted of an offense listed under Criminal Article § 10-110(a)(1), (2), or (3) to petition for expungement of a police, court, or other State or local government record when the remaining charge was disposed of with a no finding designation or was designated by the court as having been terminated without finding. The Petition for Expungement of Records (CC-DC-CR-072A) has been revised to include the disposition of 'no finding', and the expungement brochure has been updated with corresponding information.

SB0326, Ch. 222 / HB0377, Ch. 223 - Physician Assistants and Midwives - Parity with Other Health Care Practitioners (Physician Assistant Parity Act of 2026)

  • Authorizes a Physician Assistant to petition for an emergency evaluation of an individual they have examined. The corresponding petitions, brochure, and certifications have been revised to include 'Physician Assistant'. Revisions to the Physician's Certificate (CC-GN-019), renamed to Certificate - Guardianship Capacity Assessment, incorporate language of three guardianship forms (CC-GN-020, CC-GN-021, and CC-GN-050). Accordingly, these three forms are no longer necessary and have been made obsolete.

SB0729, Ch. 754 - Real Property - Access to Counsel in Evictions Program Expansion

  • Alters the Access to Counsel in Evictions Program to expand access to legal representation and other services to individuals who occupy premises of a mobile home park. The Failure to Pay Rent - Park Owner's Complaint for Repossession of Rented Property has been updated to include information about the programs.
